Amend the bill in section 1 in subsection 4 in paragraph E in the 2nd line (page 1, line 43 in L.D.) by inserting after the following: " affairs" the following: ' , the joint standing committee of the Legislature having jurisdiction over health and human services matters'

Amend the bill in section 1 in subsection 4 in paragraph E in subparagraph (2) by striking out all of divisions (g) and (h) and inserting the following:

(g) For each primary disability category, the number of children who received, in the prior year, each primary type of therapy or service;

(h) The percentage of children who received direct services in the prior year who had MaineCare coverage for all or some of the services specified in their individualized education programs or individualized family service plans and the percentage of children who received direct services in the prior year who had private insurance coverage for all or some of the services specified in their individualized education programs or individualized family service plans;

(i) The number of children who received direct services in the prior year who were born in the State and the number of children who received direct services in the prior year who were born in the State and who were delivered at home;

(j) The total number of children who were referred in the prior year for support outside of the Child Development Services System under subsection 3-A, paragraph G and the number of children who received direct services in the prior year who were referred for support outside of the Child Development Services System under subsection 3-A, paragraph G; and

(k) The number of children who received direct services in the prior year who received all of the services in their individualized family service plan or individualized education program and the number of children who received direct services in the prior year who received less than 90% of the services in their individualized family service plan or individualized education program;

Amend the bill in section 1 in subsection 4 in paragraph E in subparagraph (4) in division (d) in the last line (page 4, line 11 in L.D.) by striking out the following: " and"

Amend the bill in section 1 in subsection 4 in paragraph E in subparagraph (4) by inserting after division (d) the following:

(e) The average age, both in aggregate and by primary disability type, at which children who were born in the State began receiving services from the Child Development Services System and the average age, both in aggregate and by primary disability type, at which children who were born in the State and who were delivered at home began receiving services from the Child Development Services System; and

Amend the bill in section 1 in subsection 4 in paragraph E in subparagraph (4) by relettering the divisions to read consecutively.

Amend the bill in section 1 in subsection 4 in paragraph E by striking out all of subparagraph (5) and inserting the following:

(5) A report by each regional site in the Child Development Services System demonstrating trends of Child Development Services System employee costs and the results of coordination, utilization and development of services with a broad base of community resources, including private providers and public schools, midwives, resources from other agencies and other resources serving families and children from birth to under 6 years of age, consistent with the provisions of Title 22, section 3571, subsection 3; and

Amend the bill by adding after section 1 the following:

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds in fiscal year 2013-14 and fiscal year 2014-15 only for 3 Office Operations Manager Assistant positions to manually collect certain data until a new data system is fully implemented.

SUMMARY

This amendment makes the following changes to the bill.

1. It provides that the annual report on the performance of the Child Development Services System within the Department of Education submitted to the Legislature by the director of early childhood special education must also be submitted to the joint standing committee of the Legislature having jurisdiction over health and human services matters.

2. It provides that the following data for eligible children who received services must be included in the annual report on the performance of the Child Development Services System submitted to the Legislature:

A. The number of children who received direct services in the prior year who were born in Maine and the number of children who received direct services in the prior year who were born in Maine and who were delivered at home;
B. The total number of children who were referred in the prior year for support outside of the Child Development Services System and the number of children who received direct services in the prior year who were referred for support outside of the Child Development Services System; and
C. The number of children who received direct services in the prior year who received all of the services in their individualized family service plan or individualized education program and the number of children who received direct services in the prior year who received less than 90% of the services in their individualized family service plan or individualized education program.

3. It provides that the statistics and analysis on the performance of the Child Development Services System submitted to the Legislature must also include the average age, both in aggregate and by primary disability type, at which children who were born in Maine began receiving services from the Child Development Services System and the average age, both in aggregate and by primary disability type, at which children who were born in Maine and who were delivered at home began receiving services from the Child Development Services System.

4. It provides that the annual report on the performance of the Child Development Services System submitted to the Legislature must also include a report by each regional site that demonstrates the trends of the Child Development Services System employee costs and the results of efforts undertaken by the Child Development Services System to coordinate with other entities and maximize the use of a broad base of community resources, including private providers and public schools, midwives, resources from other agencies and other resources serving families and children from birth to under 6 years of age.

The amendment also adds an appropriations and allocations section.
