‘Sec. 1. 12 MRSA §10954 is enacted to read:
§ 10954. Tribal member hunting rights
Notwithstanding any other provision of this Part, an enrolled member of the Houlton Band of Maliseet Indians may hunt for, take and possess any wild animal or bird at any time on public land in Aroostook County for sustenance use only as long as that member uses best efforts to comply with all fish and wildlife laws and rules. This section does not apply to a species identified as endangered under state or federal law. For purposes of this section, "sustenance use" means all noncommercial consumption or noncommercial use by the enrolled member or the enrolled member's immediate family or within the enrolled member's household.’
