Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

‘Sec. 1. 20-A MRSA §10013 is enacted to read:

§ 10013. Smoking prohibited

Except for smoking undertaken as part of a religious ceremony or as part of a cultural activity by a defined group, smoking is prohibited on the grounds of any campus of the University of Maine System, the Maine Community College System or the Maine Maritime Academy. For purposes of this section, "smoking" has the same meaning as in Title 22, section 1580-A, subsection 2, paragraph D.

Sec. 2. Effective date. This Act takes effect August 1, 2014.’

This amendment is the majority report of the committee. This amendment provides an effective date of August 1, 2014 and an exception to the smoking ban for smoking undertaken as part of a religious ceremony or as part of a cultural activity by a defined group.
