Resolve, Directing the Bureau of General Services To Erect a Memorial in Memory of Those Who Died at the Former Augusta Mental Health Institute
Preamble. Whereas, the Cemetery Project of Maine was established to locate where patients who died at the former Augusta Mental Health Institute were buried; and
Whereas, significant research was conducted to produce the most accurate record of the number of patients who died at the former Augusta Mental Health Institute or who were on leave from the hospital at their time of death; and
Whereas, a public memorial to honor and remember those who died provides a healing opportunity for former patients, family members and the public; now, therefore, be it
Sec. 1. Memorial for those who died at the former Augusta Mental Health Institute. Resolved: That the Department of Administrative and Financial Services, Bureau of General Services, referred to this resolve as "the bureau," shall design and erect a memorial for the individuals who died at the former Augusta Mental Health Institute; and be it further
Sec. 2. Memorial design. Resolved: That the bureau may request assistance and advice in the design of the memorial under section 1 from a nonprofit organization whose purpose is to support individuals with mental health needs; and be it further
Sec. 3. Memorial location. Resolved : That the bureau shall work with the Capitol Planning Commission to locate the memorial on the grounds of the former Augusta Mental Health Institute; and be it further
Sec. 4. Funding assistance. Resolved: That the bureau may accept state and local funds, gifts and other contributions to be used solely to carry out the provisions of this resolve; and be it further
Sec. 5. Account established. Resolved: That the Director of the Bureau of General Services shall establish an account to administer state and local funds, gifts and other contributions under section 4; and be it further
Sec. 6. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

This resolve directs the Department of Administrative and Financial Services, Bureau of General Services to design and erect a memorial on the grounds of the former Augusta Mental Health Institute for the individuals who died at the former Augusta Mental Health Institute. It authorizes the bureau to accept state and local funds, gifts and other contributions to be used solely for the costs of the memorial. It also includes a one-time General Fund appropriation of $50,000 in fiscal year 2014-15 to fund the memorial.
