Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

‘Sec. 1. 20-A MRSA §15689, sub-§14 is enacted to read:

14. Minimum career and technical education transportation adjustment. Beginning in fiscal year 2014-15 and each subsequent year, a school administrative unit may receive an adjustment for career and technical education transportation costs in accordance with this subsection.

A. A school administrative unit is eligible for the adjustment under this subsection if:

(1) The school administrative unit receives the minimum state allocation pursuant to subsection 1, paragraph B; and

(2) The school administrative unit receives an isolated small school adjustment for a secondary school pursuant to section 15683, subsection 1, paragraph F.

B. The amount of the adjustment under this subsection is equal to the base year actual net transportation costs expended by the school administrative unit for transporting students to and from a career and technical education center or a career and technical education region.

A school administrative unit that is eligible for an adjustment under this subsection shall report to the commissioner in accordance with section 15689-B, subsection 7 its actual transportation costs in each fiscal year for transporting students to and from a career and technical education center or a career and technical education region.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds for the State's share of reimbursing certain isolated small school administrative units for the cost of transporting students to and from a career and technical education center or a career and technical education region beginning in fiscal year 2014-15.

This amendment replaces the bill. The amendment provides that certain isolated small school administrative units are eligible for an adjustment under the school funding formula to reimburse the units for transportation costs expended for transporting students to and from a career and technical education center or a career and technical education region. To be eligible, a unit must receive the minimum state allocation based on the unit's special education costs. The reimbursement is based on actual net costs incurred during the base year under the funding formula. The amendment includes an appropriations and allocations section.
