Resolve, Directing the Department of Transportation and the Maine Turnpike Authority To Assess the Effects of Funding and Policy Decisions on the Maine Turnpike and I-295 between Portland and Augusta

Sec. 1. Study of tolls examining funding, policy, interchange location decisions and long-term cost-of-living, land use and economic effects. Resolved: That the Department of Transportation, referred to in this resolve as "the department," and the Maine Turnpike Authority, referred to in this resolve as "the authority," shall conduct a study of past and existing tolls along the sections between Portland and Augusta of the Maine Turnpike, from Exit 44 to Exit 113, and I-295 examining: the policy for determining the placement of interchanges; operational and capital funding and the effects on cost of living for individuals and families; operational costs to businesses; and land use and economic effects on municipalities along both corridors; and be it further

Sec. 2. Report. Resolved: That the department and the authority jointly shall report the results of the study under section 1 to the Joint Standing Committee on Transportation no later than February 28, 2014. Upon receipt and review of the report, the committee may submit a bill to the Second Regular Session of the 126th Legislature.
