Amend the amendment by striking out all of section 8 (page 5, lines 20 to 37 in amendment) and inserting the following:

Sec. 8. 8 MRSA §1036, sub-§2-D  is enacted to read:

2-D Distribution of table game income from casino operated by Passamaquoddy Tribe.   A casino operator that is licensed under section 1011, subsection 2-C shall collect and distribute 24% of the net table game income from table games operated by the casino operator to the board for distribution by the board as follows:
A Nine percent of the net table game income must be deposited to the General Fund for administrative expenses of the board, including gambling addiction counseling services, in accordance with rules adopted by the board;
B Three percent of the net table game income must be deposited to the Gambling Control Board administrative expenses Other Special Revenue Funds account, which is a nonlapsing dedicated account;
C Two percent of the net table game income must be forwarded directly to the municipality in which the table games are located; and
D Ten percent of net table game income must be deposited into the Coordinated Veterans Assistance Fund established in Title 37-B, section 514.

Amend the amendment on page 6 by inserting after section 11 the following:

Sec. 12. 37-B MRSA §514,  as enacted by PL 2013, c. 128, §3, is amended by adding at the end a new paragraph to read:

In distributing funds received pursuant to Title 8, section 1036, subsection 2-D, the director shall seek input from veterans' organizations in the State, including the American Legion, American Veterans, Disabled American Veterans and Veterans of Foreign Wars.

This amendment increases, from 16% to 24%, the percentage of the net table game income from table games operated by the Passamaquoddy Tribe that must be collected and distributed and increases, from 2% to 10%, the percentage distributed to the Coordinated Veterans Assistance Fund.

The amendment also directs the Director of the Bureau of Maine Veterans' Services within the Department of Defense, Veterans and Emergency Management to seek input from veterans' organizations in the State, including the American Legion, American Veterans, Disabled American Veterans and Veterans of Foreign Wars, in distributing the table game income from the Coordinated Veterans Assistance Fund.
