Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

This amendment strikes the bill and replaces it with a provision requiring the Commissioner of Inland Fisheries and Wildlife to alter the moose permit drawing system so that a resident 70 years of age or older who has at least 30 points is guaranteed a permit. The amendment also creates an option for a person to refuse a moose hunting permit but still retain that person's points if the person has been awarded a permit in a wildlife management district that the commissioner has designated as a road safety management area.
