Amend the amendment by inserting before section 1 the following:
‘Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, it is necessary that this legislation take effect immediately in order to allow sufficient time for the Commission To Study Long-term Care Facilities to conduct its work; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it’
Amend the amendment in section 1 in 2nd line (page 1, line 14 in amendment) by inserting after the following: "That" the following: ', notwithstanding Joint Rule 353,'
Amend the amendment in section 2 in the first paragraph in the 2nd line (page 1, line 17 in amendment) by striking out the following: "13" and inserting the following: '11'
Amend the amendment in section 2 in subsection 1 in the first line (page 1, line 18 in amendment) by striking out the following: "Three" and inserting the following: 'Two'
Amend the amendment in section 2 in subsection 2 in the first line (page 1, line 20 in amendment) by striking out the following: "Four" and inserting the following: 'Three'
Amend the amendment by adding before the summary the following:
‘Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.’
SUMMARY
This amendment modifies the membership of the Commission To Study Long-term Care Facilities to reduce the number of Legislators from 7 to 5 and adds an emergency preamble and emergency clause.
