‘Sec. 2. Adjustment of reimbursement under the MaineCare program for inpatient substance abuse services. Resolved: That, notwithstanding any other provision of law, the Department of Health and Human Services shall amend the rules for reimbursement under the MaineCare program as necessary for inpatient substance abuse services in distinct inpatient units. Inpatient substance abuse services must be reimbursed based on a case mix index multiplied by the psychiatric discharge rate, resulting in a rate of $4,898 per discharge. Rules adopted pursuant to this section are routine technical rules as defined by the Maine Revised Statutes, Title 5, chapter 375, subchapter 2-A; and be it further
