	Shifting the burden of proof from a firefighter or emergency medical services person to the municipality that an injury sustained by the claimant after receiving notification of a fire or emergency did not arise out of and in the course of employment may represent a modification or expansion of a municipal activity. 	Pursuant to the Mandate Preamble, the two-thirds vote of all members elected to each House exempts the state from the constitutional requirement to fund 90% of the additional costs.
