As there is not
an active mine in Maine currently, the bill's proposed $1 per gallon surtax
on contaminated groundwater and surface water resulting from mining
activities is not expected to generate any revenue in the foreseeable future. It is difficult to predict when a mine
might open and if it will contaminate water as a result of its mining
activities. Assuming measurement and
reporting requirements are the responsibility of the mining company, any
administrative costs incurred by Maine Revenue Services related to
implementing the surtax can be absorbed within existing budgeted
resources. |
