	The amendment removes Part C that created the Maine Health Exchange Advisory Council, thereby eliminating the bill's impact on the Legislature for the advisory council and the minor costs to the Department of Health and Human Services for their involvement with the advisory council.
	As amended, the Department of Professional and Financial Regulation will incur some minor additional costs that can be absorbed within existing budgeted resources.
