Fiscal Detail and Notes
The bill includes an Other Special Revenue Funds allocation to the Department of Agriculture, Conservation and Forestry of $200,000 in fiscal year 2013-14 and $345,000 in fiscal year 2014-15 for the building of infrastructure for land management and public access opportunities.  Funds from timber harvesting exist within the account to fund the allocation.  It also includes an Other Special Revenue Funds allocation to the department of $500,000 in fiscal year 2013-14 and $1,000,000 in fiscal year 2014-15 to provide funding assistance to the owners or occupants of residential buildings in the state to install high-efficiency, biomass-fueled central heating systems or boilers as a primary heating source or to replace outdoor wood boilers that do not meet air quality standards established by the federal Environmental Protection Agency.  A revenue transfer in the same amount has been made between Other Special Revenue Funds accounts to fund this allocation.
The bill allocates any excess funds from the revenue collected in the Department of Agriculture, Conservation and Forestry, Public Reserved Lands Management Fund to the Efficiency Maine Trust to establish a program expanding affordable residential system installation and improvement projects beginning in FY 2015-16.  Any excess revenue to be allocated to Efficiency Maine Trust as proposed in this bill cannot be determined at this time.
