The Department of
Health and Human Services will require General Fund appropriations of
$1,935,957 in fiscal year 2013-14 and $2,220,397 in fiscal year 2014-15 for
the net costs of expanding MaineCare coverage of oral health services for
MaineCare eligible persons 21 years of age and older. Assumes 33,557
MaineCare eligible adults (25% of those eligible) will access these new oral
health services at an average annual cost of $442 resulting in total annual
costs of $14,832,194 (state and federal).
Offsetting against these costs are assumed savings in hospital
expenditures related to dental diagnostic codes and a re-direction of funds
being spent on adult dental care. The bill's additional spending is assumed
to fully phase in during the biennium while offsetting savings are assumed to
phase-in over a longer period of time. |
