Assumes 33,557 MaineCare eligible adults (25% of those eligible) will access these new oral health services at an average annual cost of $442, resulting in total annual costs of $14,832,194 (state and federal).  Offsetting against these costs are assumed savings in hospital expenditures related to dental diagnostic codes and a re-direction of funds being spent on adult dental care. The bill's additional spending is assumed to fully phase in during the biennium while offsetting savings are assumed to phase-in over a longer period of time.
