|
This bill
authorizes a 1% salary increase effective September 1, 2013 and 1% effective
July 1, 2014 for certain Executive Branch employees. It provides funding through the transfer of
General Fund and Highway Fund Personal Services balances between programs and
departments and from the Salary Plan program within the Department of
Administrative and Financial Services.
The General Fund cost is estimated to be $2,531,317 in fiscal year
2013-14 and $6,234,562 in fiscal year 2014-15. The Highway Fund cost is estimated to be
$879,796 in fiscal year 2013-14 and $2,181,684 in fiscal year 2014-15. |

This bill also
authorizes the Governor to adjust the salaries of confidential employees to
achieve parity with their counterparts in the legislative and judicial
branches. That cost cannot be
estimated at this time. |
|
Eliminating merit
pay increases for employees in the legislative branch and the judicial branch
will result in General Fund savings of $949,718 in fiscal year 2014-15. |
