|
The bill
establishes the Low-income Affordable Heating Assistance from Maine's Forests
Fund within Efficiency Maine Trust to be used for investments in affordable
measures reducing residential heating costs for persons eligible for the Low
Income Home Energy Assistance Program. This bill includes a $500 Other
Special Revenue Funds allocation in fiscal year 2014-15 to establish the new
fund. This fund will receive money from the Public Reserved Lands Management
Fund within the Department of Agriculture, Conservation and Forestry if the
Director of the Bureau of Parks and Lands (BPL) determines that the transfer
of funds will not significantly impair management of public lands. This new
fund will receive $500,000 on September 1, 2014 and either $1,000,000 or
$1,250,000 on July 1, 2015, and July 1st in every subsequent year, depending
on the number of cords of wood harvested from the public reserved lands. The
transfer is not shown in the accounting because it is contingent on the BPL
Director's approval. |
