Resolve, to Assist Municipalities in Developing and Using Geographic Information Systems to Track Development and Promote Smart Growth
Sec. 1. Steering committee established. Resolved: That the State Planning Office within the Executive Department, in cooperation with the GIS Executive Council of the Information Services Policy Board within the Department of Administrative and Financial Services and in accordance with the recommendations of the State's GIS Strategic Plan, shall convene a steering committee to study and design a cost-effective statewide geographic information system, referred to in this resolve as the "system," that can be utilized for a variety of planning purposes by all levels of government; and be it further
Sec. 2. Steering committee membership. Resolved: That the steering committee consists of the following 13 members:
1. Two members representing municipal interests, appointed by the Director of the State Planning Office within the Executive Department;
2. One member representing regional councils, appointed by the Director of the State Planning Office;
3. One member representing county interests, appointed by the Director of the State Planning Office;
4. Two members representing private sector geographic information systems interests, appointed by the Director of the State Planning Office;
5. One member representing real estate or development interests, appointed by the Director of the State Planning Office;
6. The Director of the Office of Geographic Information Systems within the Department of Administrative and Financial Services or the director's designee;
7. The Director of the State Planning Office or the director's designee;
8. The Chancellor of the University of Maine System or the chancellor's designee;
9. A member of the public who has a working knowledge of geographic information systems, appointed by the Director of the State Planning Office; and
10. Two members representing the GIS Executive Council, appointed by the Director of Administrative and Financial Services; and be it further
Sec. 3. Duties. Resolved: That in studying and designing the system, the steering committee shall address, at a minimum, the following issues:
1. The necessary standards and protocols of developing and maintaining the data, classifying the data and coordinating the management of the data;
2. The levels of accuracy that are needed to fulfill the purpose of the system;
3. How the information will be delivered for access to all levels of government, different user groups and the public;
4. The proper roles for the public and private sector in establishing, maintaining and funding the system;
5. Privacy and how it will be protected; and
6. Resource needs and long-term funding options; and be it further
Sec. 4. Staffing. Resolved: That the State Planning Office within the Executive Department shall provide staff assistance to the steering committee, either directly or through contracted services. The technical portion of the design of the system may be prepared with the assistance of a contracted consultant; and be it further
Sec. 5. Report. Resolved: That the steering committee shall submit a report with any accompanying legislation to the Joint Standing Committee on Natural Resources by January 15, 2002. Following receipt of the report, the Joint Standing Committee on Natural Resources may introduce legislation to the Second Regular Session of the 120th Legislature; and be it further
Sec. 6. Funding for study and design. Resolved: That the GIS Executive Council of the Information Services Policy Board within the Department of Administrative and Financial Services shall, as possible, fund the study and design of the system from existing resources. The State Planning Office within the Executive Department may enter into such agreements with and accept funds from public and private agencies and organizations to accomplish the objectives of this resolve. Smart Growth Initiative funds may be used to accomplish the objectives of this resolve.
