Establishment.
The Department of Health and Human Services is established as a cabinet-level department.

Division of departmental responsibilities.
The responsibilities of the department are divided as follows:
A.
Financial responsibilities, including but not limited to budget forecasting; audit; Medicaid finance, program and fiscal coordination; purchased services; and ratesetting;

B.
